The purpose of the certificate of occupancy, the current procedure for which is regulated by the Declaration of Second Occupancy, is to ensure the habitability of the dwelling based on its health, hygiene and solidity. In addition, with it we can register the electricity, gas and water services. It is also an essential requirement for being able to sell or rent the property.

The second occupation certificate is specifically for existing housing. The following documentation is required as a minimum to apply for this licence:

We take this opportunity to explain what the definitive qualification certificate consists of, which is the document that certifies, once the works have been completed, that a property meets the conditions required for officially protected housing (VPO). Prior to the completion of the works, a provisional qualification is issued, which replaces the first one during the period in which the works are carried out. This certificate of occupancy for subsidised housing includes the characteristics of the dwelling, but also the maximum legal prices for its sale or rental and the duration of its protection regime.

To find out when the protection period for your subsidised housing ends, you will need to know how long it lasts and the date of the definitive subsidised housing qualification, i.e. when the qualification was issued. This way, you will be able to check if enough years have passed for the housing to be disqualified.
